Our Methodology — How We Evaluate Raja Ampat Freedive Experiences

Our Evaluation Methodology

The promise of a perfect Raja Ampat freedive experience rests on a foundation of rigorous, uncompromising evaluation. We don’t partner with everyone. Our network is a curated selection of the absolute best vessels, resorts, and guides in the region, each of whom has passed our comprehensive audit process. This methodology ensures that every partner meets the exceptional standards of safety, luxury, and sustainability demanded by the Raja Ampat Freedive Society and our parent, Juara Holding Group.

Our evaluation is conducted by our expert team and is based on a proprietary scoring rubric. Each potential partner is assessed through on-site inspections, documentation audits, and interviews. A partner must achieve a minimum score of 90/100 to be included in our network.

Our Five Pillars of Evaluation

1. Safety, Compliance & Emergency Readiness (35% Weighting)

This is our most critical pillar. There is no compromise.

  • Vessel & Crew Certification: Valid certificates from the Indonesian Directorate General of Sea Transportation, captain and crew with appropriate licenses (Buku Pelaut).
  • Freediving-Specific Safety Gear: Onboard emergency oxygen, Automated External Defibrillator (AED), comprehensive first aid kits, and proper freediving equipment (buoys, lanyards).
  • Emergency Action Plan (EAP): A documented and drilled EAP, including communication protocols and evacuation procedures to a pre-vetted facility in Sorong or for airlift via International SOS.
  • DAN Affiliation: Partnership with the Divers Alert Network (DAN) is mandatory.

2. Freediving Guide & Instructor Expertise (25% Weighting)

Our guides are more than just tour leaders; they are certified professionals.

  • Advanced Certification: All lead guides must hold a minimum of AIDA 4, PADI Master Freediver, or equivalent certification, plus active EFR/first aid credentials.
  • Guide-to-Guest Ratio: A strict maximum ratio of 1 instructor/guide to 3 guests in the water.
  • Local Knowledge: Demonstrated expertise in Raja Ampat’s specific sites, currents, and conditions, with a focus on locations ideal for freediving, not just scuba.

3. Luxury, Service & Exclusivity (20% Weighting)

We cater to a discerning clientele who expect flawless service.

  • Accommodation Quality: Cabin comfort, cleanliness, amenities, and overall vessel/resort maintenance.
  • Culinary Excellence: Quality of ingredients, menu diversity, and ability to cater to sophisticated dietary requirements.
  • Staff Professionalism: Staff training, attentiveness, discretion, and English proficiency.
  • Privacy & Exclusivity: Ability to offer private charters and access to non-crowded, exclusive locations.

4. Sustainability & Community Engagement (15% Weighting)

We are guardians of this pristine environment.

  • Environmental Policies: Strict single-use plastic prohibition, reef-safe amenities, sustainable sourcing, and proper waste management.
  • Regulatory Adherence: Full compliance with Raja Ampat Marine Park regulations.
  • Local Impact: Verifiable commitment to hiring from local Papuan communities and contributing to local projects.

5. Operational Integrity (5% Weighting)

The backend must be as polished as the frontend.

  • Financial Stability & Insurance: Proof of adequate liability insurance and financial health.
  • Communication & Reliability: Responsiveness and professionalism in all business dealings.

The Audit Process

Our process is continuous. It begins with an initial, multi-day on-site inspection and documentation review. Once a partner is accepted, we conduct annual scheduled audits and periodic unannounced spot-checks to ensure standards are maintained. We also incorporate detailed feedback from every client into a partner’s ongoing quality score.
